A good place to start is looking at the FEMA "juvenile firesetter intervention handbook". This is available free of charge at the FEMA web site under publications if I remember.
This book has start up tips, and a valid assessment tool to determine the likelihood of repeat firesetting behavior. I might suggest that you also begin to build a coalition of groups or individuals with a stake in children's issues. This may include mental health, juvenile justice, children's services, and obviously, fire service. A group that may already exist in your area, Safe Kids, could help with networking and coordination.
Don't be disappointed if this is a "years" and not "months" scope project. And if I may add, structure the coalition to exist if any member departs. Many firesetter programs are "charismatic" in nature and cease to exist after the retirement or promotion of the founder.
